Where to Send Your EDD Appeal in California
There's No Single Address for EDD Appeals
One of the most common filing mistakes is sending your appeal to EDD's general mailing address, headquarters, or the wrong regional office. California doesn't have a centralized intake point for first-level unemployment appeals. The correct destination is the specific EDD field office address printed at the top of your Notice of Determination (Form DE 1080CZ) or overpayment notice (Form DE 1444/1444CT).
If you do not know the correct office location, Title 22 CCR section 5000 allows you to send the document to any CUIAB office or EDD branch; it is filed on the date sent.
Finding the Right Address
Look at the top of the notice that denied your benefits or established the overpayment. The address is printed there, along with a phone number for that specific office. This is where you mail Form DE 1000M or your signed appeal letter.
If you've lost the notice, contact EDD Unemployment Customer Service, send a message through your UI Online account, or visit an America's Job Center of California location to request the mailing address or a copy of the notice.
How to Protect Your Filing Date
Under Title 22 CCR section 5000, a document is filed on the date it is sent. For mailed appeals, "mail" means depositing the document with the U.S. Postal Service. USPS says it now postmarks mail when it is processed, not when it is dropped off.
To create that proof:
- Certified Mail (PS Form 3800) gives you a mailing receipt. Add a Return Receipt (PS Form 3811) if you want a signed record of delivery
- Priority Mail with tracking gives you delivery updates; keep the acceptance receipt to document when you sent it
- Fax is accepted only if the notice includes a fax number for that office — keep the transmission confirmation report showing the successful timestamp and page count
For a first-level appeal, EDD instructs you to mail Form DE 1000M or a letter to the address at the top of your Notice of Determination.

Second-Level Board Appeals Go Somewhere Different
If you've already had an ALJ hearing and need to appeal that decision, the second-level Board appeal goes to the CUIAB, not to EDD. You can file through the CUIAB myAppeal portal online (cuiab.ca.gov/myappeal/) or mail the Board Appeal Form to the Office of Appeals listed on the ALJ's written decision.
The 30-day deadline for a Board appeal runs from the date issued on the ALJ decision, not the date you received it in the mail.
What If You're Close to the Deadline
If day 30 falls on a Saturday, Sunday, or state holiday, the deadline automatically extends to the next business day. But don't cut it closer than you need to — postal delays, wrong addresses, and lost envelopes have no sympathy in the system.
If you've already missed the 30-day window, you can still file, but you'll need to demonstrate good cause for the late appeal — a much harder path.
