New York Unemployment Weekly Certification
The Certification Window
Current service alert (NYSDOL update: November 5, 2026): NYSDOL says online and phone UI services are unavailable during the system upgrade, which began November 2 at 5:00 p.m. and is expected to take 9–12 calendar days. Keep completing and recording your work search activities; NYSDOL says you can file or certify for payments due once the upgraded system is available. Follow NYSDOL's upgrade updates.
After filing your initial claim, you must certify every week to receive benefits. A New York claim week runs Monday through Sunday. You can certify for that week starting on the Sunday it ends, through the following Saturday.
The primary method is through the NYSDOL online portal at labor.ny.gov/signin. You can also certify by phone using Tel-Service at 1-888-581-5812. Both require your NY.gov ID login or your PIN.
Miss two consecutive weekly certifications and your claim goes inactive. To start receiving benefits again, you'll need to reopen the claim before you can certify — which means calling the Telephone Claims Center at 1-888-209-8124 or using the online portal. If you miss a week, you can request credit for it by secure message, fax, or mail; NYSDOL reviews the request and decides whether you qualify for payment for that period.
What the Certification Asks
Every weekly certification covers the same core questions:
Days and hours worked — Add up your hours for the claim week, rounding up to the nearest whole hour and applying the 10-hour daily cap. Use NYSDOL's partial unemployment chart to determine the number of days to report. For example, 4 hours and 20 minutes rounds up to 5 hours, which falls in the 0–10 hour band.
Gross earnings — Report the total gross wages you earned that week, before any tax deductions. Report earnings for the week the work was performed, not the week you receive the paycheck.
Capability and availability — You must confirm you were ready, willing, and able to work each day. If you were sick, traveling, or otherwise unavailable on any day during the week, disclose it. If you plan to leave your normal labor market to travel elsewhere, contact the TCC before you go; NYSDOL will tell you whether your benefit rights can be protected while you're away.
Job refusals — If you turned down any job offer or referral during the week, report it. Refusing suitable work without good cause can lead to disqualification.
Work search activities — Confirm you completed at least three qualifying work search activities (unless you're exempt). More on this below.
Work Search Requirements
Unless NYSDOL has marked you exempt — for example, because you have a written return-to-work date within eight weeks, must obtain work through a union hiring hall, are in approved training such as Section 599, are serving on a jury, or are in an approved Shared Work or Self-Employment Assistance Program — you must complete at least three qualifying work search activities each week. Qualifying activities include:
- Submitting job applications or sending resumes to employers
- Attending job interviews
- Meeting with a Career Center advisor
- Attending job fairs or career seminars
- Registering with an employment agency or union hiring hall
- Taking pre-hire skill assessments or civil service exams
- Using online job-matching systems to search, get leads, or request referrals
Log every activity on the Work Search Record (Form WS5) or the JobZone digital module. Keep these logs for at least one year — NYSDOL conducts periodic audits and will ask to see your records.

Common Certification Mistakes
Rounding hours wrong — Always round up, never down. 7.5 hours becomes 8 hours.
Reporting pay date instead of work date — If you worked Tuesday but got paid the following Friday, report the earnings on the certification for the week containing Tuesday.
Forgetting to certify during holidays — The weekly window doesn't pause for holidays. If you're traveling for Thanksgiving and forget to certify from Sunday through Saturday, that's a missed week.
Not certifying while pending — If your claim is under review or your identity verification is still processing, keep certifying every week when the system is available. If you miss a week, request credit for it; NYSDOL reviews the request and decides whether you qualify for payment for that period.
Stay Organized Through the Process
The certification questions themselves are straightforward — the hard part is keeping accurate records week after week for six months. Our New York Unemployment Claim Guide includes a weekly certification tracker and a work search log modeled on Form WS5 that keeps everything in one place. When NYSDOL audits your work search or questions a weekly entry, having a consistent paper trail is what protects your benefits.
