You just lost your job. The NYSDOL portal wants precise answers about your wages, separation and identity — and one wrong entry can freeze your payments for weeks.

Filing for unemployment in New York looks simple until you are actually doing it. The NY.gov portal asks for exact employer details, specific wage figures and a separation reason that determines whether you qualify. Missing a weekly certification can delay or disqualify a future payment. For part-time work, NYSDOL says hours do not matter: report gross earnings for the week worked, and once available, its Unemployment Services system calculates your payment from those earnings. A hearing request is due within 30 days after mailing or personal delivery. A request postmarked within 30 days after receipt is timely; a referee may extend the deadline if physical or mental incapacity prevented filing.

If NYSDOL's system upgrade is still underway, online and phone UI services are unavailable. Continue recording at least three work-search activities each week; once the upgraded system is available, use your existing login to file or certify for all payments due. Check NYSDOL's current upgrade status.

The official NYSDOL Claimant Handbook explains the rules. What it does not give you is a step-by-step system for actually executing them — a way to organise your documents before filing, track every weekly deadline, keep part-time earnings records and organise a work search record for an audit.

The New York Claim Navigator System

This guide puts the entire New York unemployment claim process into a single workflow — from checking whether your base period wages qualify through your last weekly certification. Instead of jumping between NYSDOL pages, phone menus, form numbers and forum threads to figure out what to do next, you follow one structured path that tells you exactly what to gather, what to file, what to report and when.

Twelve chapters. Six printable worksheets — a work search log, a part-time work worksheet, an agency communication log, a notice response tracker, a wage correction worksheet and a key contacts reference card. Plus a standalone checklist you can work through tonight.

What's Inside

  • Monetary eligibility walkthrough — the base period formula, the high-quarter earnings test, the 1.5× rule and a worked example so you can estimate your weekly benefit amount before you file
  • Step-by-step filing instructions — what to gather, how to file through the NY.gov portal with an NY.gov ID, and how to complete ID.me identity verification when NYSDOL requests it
  • Weekly certification calendar — how the Monday-to-Sunday claim week works, when to certify online or by phone via Tel-Service, examples of questions about your ability and availability for work, work search, refused jobs or offers, and work and earnings, and what to do if you miss your certification window
  • Work search activity log — qualifying activities, how NYSDOL's official WS5 works, and what to record for audit readiness; the printable log is a supplemental tracker
  • Part-time work worksheet — helps organise work and earnings records; the included calculator uses older hour-band guidance, while NYSDOL's current guidance says hours do not matter and its system calculates payments from reported gross earnings
  • Notice decoder and stalled claim diagnostic — how to read Monetary Benefit Determinations, Requests for Information and Notices of Determination, the most common hold categories, and a contact log template for tracking every call to the Telephone Claims Center
  • Missing wage correction kit — step-by-step instructions for Form TC403HR (Request for Reconsideration) when your quarterly base-period earnings are missing from your monetary determination
  • Appeals overview — the UIAB hearing process, the 30-day deadline after mailing or personal delivery, the postmark rule for requests within 30 days of receipt (receipt is presumed five business days after mailing unless shown otherwise), and the possible extension if physical condition or mental incapacity prevented timely filing
  • Key contacts and free help — the TCC, Claimant Advocate Office, DOL Contact Center, TTY/TDD relay and UIAB portal, plus legal aid organisations (NYLAG, Legal Services of Long Island, Legal Aid Society) with phone contacts

Who It's For

  • New York workers who have been laid off, let go or had hours cut and are filing for unemployment for the first time
  • Claimants who are already receiving benefits and need to understand weekly certification, the WS5 work search log and how to report part-time earnings
  • Anyone whose claim has stalled — identity verification holds, missing base period wages, unexplained pending status — and who wants a structured diagnostic rather than scrolling through forum threads

What This Guide Does Not Do

This is an independent educational guide. It is not published by, endorsed by or affiliated with the New York State Department of Labor, the Unemployment Insurance Appeal Board, or any government agency. It does not give legal advice on wrongful dismissal or employment disputes. It cannot guarantee that you will be approved for benefits — those decisions are made by NYSDOL based on your earnings history and separation circumstances. The guide lists key agency contacts and free legal aid organisations so you know where to look for help.

Why Not Just Use the Free Handbook?

The official NYSDOL Claimant Handbook is a genuine resource and you should read it. But it is written from the agency's compliance perspective — rules organised by legal topic, not by what you need to do this week. It includes the official WS5 and examples of qualifying activities. This guide adds a pre-filing document checklist, a weekly certification calendar and a part-time work worksheet, then puts the steps in the order you encounter them.

Marketplace guides and generic unemployment PDFs cover fragments — a work search template with no instructions, an eligibility overview still citing the old $504 maximum benefit. The New York Claim Navigator System puts the current rules and the tools in one place, in the order you need them.
