PA Unemployment Job Search Requirements
The 2+1 Rule
Starting in the third week of your benefit year, Pennsylvania requires active job searching each week you claim benefits. The baseline: two job applications plus one qualifying work-search activity per week.
If you're receiving partial benefits (working part-time and collecting a reduced UC payment), the requirement drops to one job application per week with no additional activity required.
What Counts as a Job Application
Each application must be a genuine attempt to secure employment. Pennsylvania accepts:
- Applying directly to an employer (online, in person, by email, or by mail)
- Submitting a resume in response to a job posting
- Completing an employer's application form
You may apply for jobs for any work you are capable of performing. You can limit applications to jobs offering employment and wages similar to your most recent position and within a 45-minute commute when telework is unavailable.
Qualifying Work-Search Activities
Your third weekly activity (the "+1") comes from a broader list:
- Attending a job fair
- Participating in a PA CareerLink workshop or training session
- Creating and uploading a resume to PA CareerLink or a job posting board
- Taking a civil service exam
- Seeking job networking opportunities
- Attending a job interview

PA CareerLink Registration
Unless exempt, you must register with PA CareerLink within 30 days of filing your initial claim. This is separate from the work-search requirement — it's a one-time enrollment, not a weekly activity. Visit your nearest PA CareerLink center or register online through the state's job matching system. Registration is required to maintain eligibility; if you missed the deadline, register promptly to prevent disqualification.
Failing to register can make you ineligible for benefits until you register.
Keep a Log — For Two Years
Pennsylvania requires you to document every work-search activity using Form UC-304 or an equivalent log. Each entry should record:
- Date of the activity
- Employer name and contact information
- Position title
- How you applied (online portal, email, in person)
- Outcome (application submitted, interview scheduled, no response)
L&I can request your work-search records at any time for up to two years from your claim's effective date. If you can't produce documentation when asked, you could lose benefits for those weeks and face repayment demands.
Don't fabricate entries. Listing employers you never contacted or jobs you never applied for is misrepresentation under PA UC law and can result in fraud penalties, benefit repayment, and disqualification.
Work Search Waivers
In limited cases, work search can be waived:
- Written recall date: if your employer gave you a specific return-to-work date in writing, you're exempt while that date is valid
- Union hiring hall: members receiving work through a union hiring hall and in good standing when they file for benefits are exempt
Form UC-318 is the waiver request form for other circumstances, but approvals are narrow.
