PA Unemployment Waiting Week

One Unpaid Week Per Benefit Year

Pennsylvania law requires every claimant to serve one unpaid waiting week per 52-week benefit year. This is your first week of otherwise-eligible unemployment — you meet all monetary and non-monetary requirements, but the state does not pay you for it.

The waiting week is not extra time tacked onto your claim. It's the first week of your claim, provided you are unemployed and meet all eligibility requirements. Your AB date (Application for Benefits date) is set to the Sunday that begins the week you file.

You Must Still Certify

This is the part people miss: you must file your weekly certification for the waiting week even though you won't be paid for it. If you skip the certification because you assume it doesn't matter, you delay the start of your paid weeks and create a gap in your claim.

The certification for the waiting week follows the same rules as every other week — report any work and earnings, confirm your availability, and answer the standard eligibility questions.

When Does Payment Start

If you remain eligible and file your claims on time, the state says your first benefit payment should arrive within four weeks after your application's effective date. For direct deposit, payments post within one to two business days after the UC Service Center processes them.

If your claim gets flagged for a separation review or identity verification, the waiting week still counts. You won't need to re-serve it once the hold clears — the unpaid week applies to the first eligible week regardless of when payment actually starts flowing.

Only One Per Benefit Year

You serve the waiting week once. If your claim gets interrupted and you reopen it within the same benefit year, you don't serve another waiting week. A new benefit year (filed after the 52-week window expires) requires a fresh waiting week.

The Pennsylvania Unemployment Claims Guide includes a timeline showing exactly when to expect your first payment and how the waiting week fits into the benefit schedule.
