Texas Unemployment Debit Card and Payment Methods: How TWC Pays You
Two Ways TWC Pays Unemployment Benefits
Texas Workforce Commission disburses unemployment payments through two methods: a prepaid debit card or direct deposit to your bank account. If you do not select direct deposit, TWC sends your payment to its debit card; you can change your payment method through Unemployment Benefit Services.
The Prepaid Debit Card
New claimants who do not set up direct deposit receive payments on a prepaid Visa debit card. If you have never received TWC debit card benefits, your card and instruction packet should arrive five to seven days after TWC sends your first payment to U.S. Bank.
You can use the card anywhere Visa is accepted, withdraw cash from ATMs, or transfer the balance to a personal bank account. The card issuer manages the card separately from TWC, so questions about card fees, replacement cards, or transaction limits go to the card issuer's customer service line printed on the back of the card — not to TWC.
A few things to watch for with the debit card:
- ATM fees vary. The card may include free ATM transactions at certain networks, but out-of-network withdrawals carry fees. Check the fee schedule that comes with the card.
- The card is mailed to your TWC address on file. If you moved since filing and did not update your address in UBS, the card goes to the wrong place. Update your address before your first payment processes.
- Lost or stolen cards require a replacement through the card issuer. Your benefits are tied to your account, not the physical card, so the funds are safe — but getting a new card takes time.
Setting Up Direct Deposit
If you prefer your payments deposited straight into a checking or savings account, set it up through UBS at ui.texasworkforce.org. You need your bank's routing number and your account number. TWC can take up to eight business days to verify direct-deposit information. If you request payment during that period, TWC pays by check; if TWC cannot verify the account, it pays by debit card.
Direct deposit typically hits your bank account faster than waiting for a debit card in the mail, especially for your first payment. After the initial setup, each approved biweekly payment is deposited automatically.
You can switch between the debit card and direct deposit at any time through UBS. If you change banks, update your direct deposit information in UBS before your next payment request processes.

When Payments Actually Arrive
The payment timeline starts with your biweekly certification. If you are eligible, TWC says your payment is added to your direct-deposit or debit-card account within two business days of the processed date. First-time debit card recipients also need to wait for the physical card to arrive.
If a payment does not show up within the expected window:
- Check UBS to confirm the payment request was processed and approved.
- Verify your payment method details are correct (account number for direct deposit, address for the debit card).
- Look for any holds or pending issues on your claim that might be delaying the release.
If everything looks correct and the payment is still missing after several business days, call the Tele-Center at 800-939-6631.
Tax Withholding on Payments
Unemployment benefits are taxable income. Through UBS, you can elect to have federal income tax withheld at a flat 10 percent from each payment. If you do not elect withholding, you are responsible for paying taxes on the full benefit amount when you file your annual return. TWC issues a Form 1099-G each January showing the total benefits paid.
Setting up withholding reduces the tax bill later but also reduces each payment. Whether that trade-off makes sense depends on your cash-flow needs right now.
