Texas Unemployment Payment on Hold: Why TWC Froze Your Benefits

Why TWC Puts Payments on Hold

You filed your payment request on time, answered every question honestly, and your portal still shows the payment frozen. A TWC payment hold is not a denial — it is a flag that something in your claim needs resolution before the agency releases money.

Payment holds fall into a few distinct categories, and each one has its own resolution path:

Identity holds are the most common for new claimants. TWC may ask you to verify your identity through ID.me or USPS. If TWC sent you a verification notice, follow its instructions. If the ID.me process did not complete — particularly if the final "Allow and Continue" data-sharing step was skipped — TWC has no confirmation, and every payment request sits in limbo until verification clears.

Separation holds trigger when your former employer disputes the reason you left. TWC opens a fact-finding investigation, which typically involves phone interviews with both you and the employer. Payments stay frozen until the investigator issues a determination. This can take several weeks depending on TWC's caseload.

Work search and RESEA holds can occur when TWC's records show you missed a required work search activity or RESEA appointment. TWC refers RESEA no-shows to UI staff for review. Participants may reschedule a RESEA appointment up to two times; if they miss a third appointment, UI staff will ask them to contact their local Workforce Solutions Office to reschedule, and benefits may be suspended until the appointment is complete.

Wage verification holds come from discrepancies between what you reported during your application and what your employer's quarterly tax filings show. If a quarter is missing or wages do not match, TWC flags the claim for manual review.

How to Identify Which Hold Affects You

Log into Unemployment Benefit Services at ui.texasworkforce.org and check two places:

  1. Your claim status page — look for any specific message about what TWC is reviewing.
  2. Your correspondence — TWC sends correspondence by U.S. mail unless you sign up for Electronic Correspondence (EC) in UBS. With EC, you receive most, but not all, notices in the secure online mailbox. If you have an unread notice requiring a response, that may be related to your hold.

If you received a notice with a response deadline and that deadline has passed, the investigator may have already issued a determination based on whatever information was available. Check for a determination letter in your correspondence.

Getting the Hold Released

For identity holds, follow the instructions in TWC's verification notice. If it gives you the USPS option, bring your enrollment code and a state driver's license, state ID card, U.S. Armed Forces ID, or U.S. Passport to a participating location within seven days.

For separation holds, respond promptly to any questionnaire TWC sends. When a phone interview is scheduled, answer the call. TWC's payment-request instructions say that if the confirmation page directs you to call by a specific date and you do not call, TWC will not pay that request and will hold future payments until you call.

For work search holds, contact your local Workforce Solutions center to reschedule any missed RESEA appointment. Bring your work search log when you go — the appointment requires proof of your job search activities.

For wage holds, gather pay stubs or W-2 forms covering the quarters in question and upload them through the UI Submission Portal at twc.texas.gov/upload.

Do Not Stop Filing Payment Requests

This is the single most important thing to remember while a hold is active. File every biweekly payment request on your assigned day, even though you are not receiving money. If UBS lists backdated weeks you have not requested payment for, use Request Additional Payment on the confirmation page and answer the questions for those weeks.

If your claim has been inactive long enough that the system will not let you file a payment request, you may need to file an Additional Claim through UBS to reactivate your certification cycle. If UBS lists backdated weeks on the confirmation page, select Request Additional Payment and answer the questions for those weeks.

When to Escalate

If you have responded to every notice, completed identity verification, uploaded requested documents, and your payment has been on hold for more than three weeks with no new correspondence from TWC, call the Tele-Center at 800-939-6631. Have your SSN, claim details, and a list of every document you submitted ready before you call.

The Filing for Unemployment in Texas guide includes a communication log worksheet and a hold-resolution checklist designed to help you track every contact with TWC and identify exactly which step is stalling your claim.
