How to File for Unemployment in Pennsylvania

File Your Claim the Week You Lose Your Job

Pennsylvania sets your Application for Benefits (AB) date as the Sunday of the week you submit your claim. Backdating is allowed only in a limited number of circumstances, generally when you did not file timely through no fault of your own. Contact the UC Service Center or email [email protected] to request it; the service center decides whether to backdate the application and any missed-week claims. Waiting for a final paycheck or severance check is not a valid reason to postpone.

The primary filing channel is the UC Benefits System at benefits.uc.pa.gov. The portal is available around the clock. If you cannot use the website, call the UC Service Center at 1-888-313-7284 (Monday through Friday, 8:00 AM to 4:00 PM Eastern).

Documents You Need Before You Start

Gather these before you open the portal — the session times out after 120 minutes of inactivity:

  • Social Security number and a government-issued photo ID (driver's license or passport)
  • Employment history for the last 18 months: employer names, Federal Employer Identification Numbers (FEINs from your W-2 or pay stubs), and work-site addresses
  • Separation details: the exact date your employment ended and why (layoff, discharge, hours cut). Have any separation letter or WARN notice handy
  • Pay information: final pay stubs showing gross earnings, any severance or vacation-pay details
  • Bank routing and account numbers if you want benefits deposited directly instead of loaded onto the state's Money Network prepaid debit card

Walking Through the Online Application

The portal asks for your personal information, then each employer you worked for in the past 18 months. For each employer, you'll enter:

  1. The employer's name, FEIN, and address
  2. Your start and end dates
  3. Your reason for separation — pick the closest match and add a short factual explanation. Stick to what happened ("position eliminated due to restructuring," "laid off, no work available") rather than editorializing. Inaccurate descriptions can trigger a separation adjudication that delays your claim for weeks.

After submission, the system assigns your claim to a UC Service Center examiner. You'll receive a Notice of Financial Determination (Form UC-44F) showing your base-period wages, high-quarter earnings, weekly benefit rate, and maximum benefit amount.

ID.me Identity Verification

When Pennsylvania's UC application prompts you, click "Verify with ID.me" and follow the identity-check steps.

If the self-guided check is not successful, ID.me may require a live video call with a Trusted Referee. Eligible claimants can also choose in-person verification at PA CareerLink or select UPS stores.

Keep filing your weekly certifications while verification is pending. If you miss a week, contact the UC Service Center or email [email protected] to request backdating; the service center decides whether to approve the request.

Common Filing Mistakes That Stall Claims

Waiting to file: delays can cost you benefit weeks. If you filed late, you can request backdating; the UC Service Center decides whether to approve it.

Wrong separation reason: describing a layoff as "I quit" or framing a firing as "mutual agreement" triggers fact-finding reviews that can freeze your claim for 4 to 14 weeks.

Missing wages: if your UC-44F lists lower wages than you earned, file a Wage Protest within 21 days. The state will contact your employer and correct the record.

Skipping weekly certifications: even during a pending review, you must certify every week. If you miss a week, contact the UC Service Center or email [email protected] to request backdating; the service center decides whether to approve the request.

What Happens After You File

Your first eligible week is an unpaid waiting week — Pennsylvania requires one per benefit year. If you are eligible and file your claims on time, the state says your first benefit payment should arrive within four weeks after your application's effective date. If your claim shows "Under Review," one or more issues are being reviewed; payments are held until the issues are resolved. The guide at Filing for Unemployment in Pennsylvania walks through every escalation path — from formatting emails to [email protected] to booking a UC Connect appointment — so you can reach a human when the phone lines are jammed.
