Texas Unemployment ID.me Identity Verification
An identity verification hold is one reason a Texas unemployment claim can stall at $0 paid. If TWC requires identity verification, the requirement must be resolved before your claim can move forward.
When TWC Requests Identity Verification
TWC may require identity verification for your claim. If it does, you'll receive a notice in the mail containing a unique Access Code.
Until verification is complete, your claim sits in a hold status and no payments are issued.
Option 1: Verify Online With ID.me
The fastest path is online through ID.me:
- Create an ID.me account using your legal name, Social Security number, and the email address that matches your UBS profile
- Submit photos of a government-issued ID (driver's license, state ID, or passport)
- Complete a video selfie so the system can match your face to your photo ID
- Validate your SSN through the system
- After verifying, sign in to your TWC account with ID.me and select Allow to share your information with TWC
The entire process can take as little as 15 minutes if your documents are clear and your information matches.
Option 2: Verify in Person at USPS
If you can't verify online — or if the ID.me system rejects your documents — you can verify in person at a participating USPS post office:
- Log into TWC's Identity Verification portal
- Enter your Access Code from the mailed notice
- Select the USPS option and get a USPS Enrollment Code
- Visit a participating post office within seven days of receiving your Enrollment Code
- Bring the Enrollment Code and one of these IDs: state driver's license, state ID, U.S. passport, or U.S. Armed Forces ID
- USPS completes the verification and notifies TWC
The seven-day window from receiving your Enrollment Code is strict. Missing it means restarting the process.

What If Verification Fails
Verification can fail for several reasons: a recent name change that creates a mismatch, expired documents, poor photo quality during the selfie step, or a system error.
If ID.me fails, try the USPS in-person option. If that also fails, or if there's a name mismatch you can't resolve through either pathway, upload supporting documents (like a marriage certificate, court order, or updated ID) through TWC's UI Submission Portal if TWC requests them.
After you verify with ID.me, sign in to your TWC account with ID.me and select Allow to share your information. TWC will email you about your eligibility as soon as possible.
Don't Wait to Act
Identity verification holds don't resolve themselves. The longer you wait, the longer your claim sits at $0. If you've received an Access Code, complete verification immediately — ideally the same day.
And as with everything else during a claim hold: keep filing your biweekly payment requests on schedule, even while the hold is active.
The Texas Unemployment Claims Guide includes a document preparation checklist for identity verification and walks through the troubleshooting steps for common verification problems.
