New York Unemployment Identity Verification

Why NYSDOL Verifies Your Identity

Identity fraud surged during the pandemic and NYSDOL now flags certain claims for verification before releasing payments. If your claim is flagged, you'll see a prompt to verify through ID.me after submitting your initial application. Until verification clears, your benefits sit on an administrative hold — the claim exists but no money moves.

This isn't a denial. It's a pause. Once you verify, NYSDOL releases the hold and pays retroactively for every week you certified on time.

How the ID.me Process Works

If NYSDOL requests verification, a claimant who filed online may receive an online message; a claimant who filed by phone may receive a letter with instructions. NYSDOL may also send ID.me verification communications by email or text. Use the official landing page at on.ny.gov/id.me to start. The process runs through ID.me's separate system:

  1. Create an ID.me account (or sign in if you already have one from another government service)
  2. Upload identity documents — high-resolution photos of your driver's license, passport, or other government-issued ID
  3. Complete a live selfie — a video selfie on your phone or computer camera so ID.me can match your face to the document
  4. Wait for processing — verified credentials are transmitted to NYSDOL, which clears the hold on your claim

Use a well-lit room for the selfie and make sure your ID photos are sharp. Blurry uploads are the most common reason for delays or failures in the automated check.

What to Do If Verification Fails

If the automated process can't verify you — maybe the photo didn't match, your ID has a glare, or the system timed out — ID.me offers alternative paths:

  • Video call with an ID.me agent — a live referee who reviews your documents over video chat. Wait times vary but this clears most cases the automated system can't
  • In-person verification — ID.me lets you complete the document and selfie steps at select retail locations

While you're resolving the verification, keep certifying every week. Those certified weeks queue up for payment once the hold lifts.

NY.gov Account Problems Are a Separate Issue

If you can't log into the NYSDOL portal at all — locked account, forgotten password, MFA not working — that's a NY.gov account problem, not an ID.me problem. The Telephone Claims Center (1-888-209-8124) cannot help with NY.gov login issues. Instead, call the Department of Labor Contact Center at 1-800-833-3000 (Monday–Friday, 8:30 AM–4:30 PM) for account recovery.

This distinction trips people up. They call TCC about a login problem, wait on hold, and get told to call a different number. Know which problem you have before you call.

Protecting Yourself From Scams

NYSDOL may send ID.me verification communications by email or text. To avoid fraud, use the official NYSDOL ID.me landing page at on.ny.gov/id.me instead of trusting a link from an unknown sender. NYSDOL agents will never message you from private social media accounts. When NYSDOL agents call you, they verify their identity by providing two pieces of non-public claim data: the exact date you filed and the specific claim type.

If someone claiming to be from NYSDOL asks for your Social Security number, bank account details, or NY.gov password through an unsolicited call or email, that's a scam.

Get Through the Hold

An identity hold is one of the most common reasons New York claims stall, and the fix is usually mechanical — upload better photos, complete the selfie, or schedule the video call. Our New York Unemployment Claim Guide includes a step-by-step identity verification checklist and a communication log for tracking every interaction with NYSDOL and ID.me, so nothing falls through the cracks while you wait for the hold to clear.
