New York Unemployment Direct Deposit and Debit Card
Two Ways to Get Paid
Current service alert (NYSDOL update: November 5, 2026): NYSDOL says unemployment payments are delayed during the system upgrade. Online and phone UI services are unavailable; check NYSDOL's upgrade updates.
NYSDOL pays unemployment benefits through two electronic methods: direct deposit to your bank account or a Conduent Way2Go prepaid debit card. There's no paper check option.
Direct deposit is faster. Once NYSDOL releases a weekly payment, it can take up to three business days to reach your checking account. You can set it up during your initial claim filing by entering your bank's routing number and account number. If you skip this step, NYSDOL defaults to the debit card.
The Way2Go card arrives by mail in a plain white envelope about 7–10 days after you are approved to receive benefits. If you're expecting it, don't overlook what looks like junk mail. The card works at any point-of-sale terminal and ATM. Surcharge-free withdrawals are available at Allpoint and MoneyPass ATM networks nationwide.
Switching Payment Methods
You can change from the debit card to direct deposit (or the reverse) through the NYSDOL online portal under your account settings. Allow five business days for changes to take effect; they won't retroactively redirect a payment already processed.
If you set up direct deposit and your bank rejects the transfer (wrong account number, closed account), NYSDOL automatically switches you to the debit card and mails one out. Fix the banking details in the portal to switch back.
Taxes and Withholding
Unemployment benefits are taxable income at the federal, state, and local level. During certification or through the portal, you can elect voluntary withholding:
- Federal — fixed at 10% of gross weekly benefits
- New York State — fixed at 2.5% of gross weekly benefits
If you don't elect withholding, you'll owe the full tax amount when you file your annual return. Either way, NYSDOL issues Form 1099-G by January 31 of the following year — downloadable from the portal — showing total benefits paid during the tax year.
Many people skip withholding because they need every dollar now, then get hit with a tax bill in April. If you can afford the 12.5% combined withholding, it avoids the surprise.

Protecting Your Payment
Never share your Way2Go card PIN. If the card is lost or stolen, call Conduent immediately using the number on the back of the card to freeze it and request a replacement. For direct deposit, make sure the bank account is in your name and that the routing number matches (savings account routing numbers sometimes differ from checking).
Get Set Up Right
Payment setup is one of the easier parts of the unemployment process, but getting it wrong delays your first check by weeks. Our New York Unemployment Claim Guide covers payment setup alongside everything else — filing, certification, work search, and what to do when claims stall — so you can handle the entire process in order.
